Can you have Writer's Block without actually being blocked?

Sadly I seem to be losing any confidence in my ability to write well. This may be because I'm approaching the middle of the novella, which is always a long slog and makes you feel useless. It may be because I went for volume on Friday, with the results that the writing was pretty rubbish. Or it may be that it's just been such a long time since I've had anything out, and there's no end in sight to that. If I ever get anything out again, it will be next year. And I'm already beginning to doubt that it will ever happen at all, because what do I have to say that hasn't already been said better by a thousand other people? Sigh. I hope this is irrational, but you know, how do you tell?
